1061.00 Declaration of interest. None
1062.00 To approve and accept the minutes of the last meeting held on Wednesday 17th Feb’ 2021, as a true record.
1062.01 minutes approved as true record, clerk to sign as virtual meeting.
1063.00 Public Participation.
1063.01 no reports from last meeting and again no members of the public at this virtual meeting.
1064.00 Police Matters.
1064.01 Clerk had circulated the e-newsletters circulated by Cumbria Police.
1065.00 Applications for Development.
1065.01 There was one application 4/21/2080/0F1 41, Vale View, Lowca, a garden building for a hot tub. After a discussion and as no neighbours have not raised issues with any councillors, clerk to advise no objection to Copeland planning department.
1066.00 County and District Councillors Reports
1066.01 Cllr D B advised that there were still issues with the rock face and falling rocks on Wagon Walk into Whitehaven from Parton. Solution is an anti-avalanche style steel net restraint however Cumbria County don’t want to foot the financial bill, nor do Copeland who own the rock face. That matter is under discussion for a financial solution.
No other matters to report, thanked by chair for attending and invited to stay which he did.
1067.00 Millennium Garden, fencing and garden refurbishment.
1067.01 the hedge has been cut by a contractor who was cutting local hedges in the area, so done in a responsible manner, with no cost to the parish.
1067.02 Chair is obtaining quotes for new fencing, plus a double gate at the top of the garden and attention to the brickwork in the garden.

1068.00 BMX Track and play area refurbishment update.
1068.01 Clerk read an email from Cllr K Thinnesen advising about the response to the questionnaires she had circulated and she was complying a spreadsheet of the responses and then would be presenting it to funding sources. Chair reported no contact from the individual who had made contact about refurbishing the old BMX track site.
1069.00 Tree Preservation Order around Lowca Beck.
1069.01 the clerk had discovered the TPO for what locals call Bluebell Wood by the Lowca Beck and all councillors were unanimous that the trees from the main road into Lowca along Lowca Beck, past Eden Gardens, Howgate Lonning to Wardles Lonning should be covered by a TPO. Clerk to contact Copeland Planning Department and make the appropriate request.
1070.00 Lowca Lowdown.
1070.01 Clerk had now received various items for inclusion in the Easter Lowca Lowdown and over the week-end would compile the edition.
1071.00 Future meeting venue, virtual meeting or physical meeting, options
1071.01 Clerk advised that under current government legislation come 7th May 2021 the ability to use a virtual meeting option such as Zoom, which this current meeting was using, would cease. He was convinced that unless there was another lockdown physical meetings could resume. Clerk was happy that Lowca Village Hall would be fit for purpose and have all the appropriate requirements for social distancing however he would have to make an appropriate risk assessment.
1071.02 Councillors all agreed that during the winter months if virtual meetings were permissible, it would be appropriate to use that platform than heat a very large hall for an hour’s meeting.
1072.00 Progress reports, clerk
1072.01 with reference to minute 1055.01 clerk read an email from Parton parish clerk, explaining the ongoing Criffel Road parking issues, Home Groups keenness to allow the use of the area for parking and Highway’s acknowledgement of providing dropped kerbs to allow access to the new proposed parking. Home Group to contact all local residents about the proposals and the parking issues to get the bus route reinstated.
1072.02 Cllr D B said there was a new problem, locals were now parking in the bus stop lay-by.
1072.03 per minute 1055.04 Parton clerk still attempting to get quotations for the repairs to the wall on the pathway from St Bridget’s Church to A595 repaired.
1072.04 Cllr R B has supplied the clerk with 26 images of the blocked drains along Lowca top road, which he has reported. Major problem will be half are in Copeland, and the other half in Allerdale. Ongoing task.
1072.04 Clerk has discovered Home Group have employed a manager Rachel Hill, for all Parton and Lowca Homes Group properties.
1072.05 as per minute 1068.01 clerk had put a sample questionnaire in the noticeboard until 18th March to encourage residents to participate.

1072.06 Clerk was still in dialogue with Open Spaces Team at Copeland about the 3 lights along the gully between Vale View and Solway Road at the top by the nursery entrance.
1072.07 Clerk had raised the Sustrans Track access by public and employees of the nursery with the HSE who had referred the issue back to the Copeland planning department, whom the clerk had already contacted.
1073.00 Lowca parish Councillors reports.
1073.01 Cllr R B advised that vicar at St Bridget’s taking 4 weeks off so church would not open until after Easter.
1073.02 Cllr R B raised concerns about the noticeboards on the coast-to-coast path, and 2 of them requiring remedial attention, rotten wood. Chair remarked she had just recently had one of them repaired.
1073.03 Cllr D W to contact Copeland about a waste bin in the large lay-by which is the proposed entrance to proposed holiday park, however it is currently used as a lorry and visitors car park, chair requested that Cllr D W also request a dog waste bin in the same area.
1074.04 Cllr D W advised new Croft Head View name plate in situ, but still no replacement for Solway Rd. Clerk to chase. Cllr R B advised another name plate damaged; she would send location and image to clerk.
1074.05 Chair wants 2 benches on the Lowca headland. Clerk requested images of the locations and also provide location details on a Google map screen shot and he will ask the question of Copeland. He pointed out it would mean more than a seat, it would require a proper plinth for it to stand on and be firmly fixed down.
1074.01 Clerk had circulated details about the new calendar source of the Lowca rubbish bin collection details.
1074.02 Clerk had circulated details of the Calc local government meeting on 18th March.
1074.03 Clerk advised he was experiencing serious problems with the parish laptop, which is now 5 years old. All agreed he get the laptop checked out for a problem, which he thinks is a Windows 10 update issue. To report back to next meeting, but currently slower than ditch water and he has a Lowdown to produce, plus and of year accounts. He may have to resort to using his personal laptop. He had enquired of Calc, but no funding for such replacement laptops.
